Notes:
40.1 On the Armenian Soviet Republic issue, Scott is clear in identifying the is stamp as the first, but Gibbons is not at all clear.
40.2 Georgia #1 rather fun. Scott starts with #12, for reasons explored into two issues of the FICC Newsletter, but still not entirely clear. It is the first entry on my Gibbons Simplified, but numbered 10, the second entry, 40 kopeks red is SG1. I'll have to look at the more detailed Gibbons Part 10 for further elaboration and also get SG1. Floyd Walker states in his FICC article (vol 7, issue 2, page 1), "To summarize, then your first issues collection of Georgia should include Georgia Sc12 [SG10], the National Republic; Georgia Sc26 [SG28a], the Soviet Socialist Republic; Batum Sc1 [SG1], issued by the British; Transcaucasion Federated Republics Sc1; and finally Georgia Sc45." To that, I would add the SG1 40k red. Incidentally, both catalogues state that the Sc12 Sg10 is available both perforated and imperforate: why they do this while taking such pains to distinguish between miniscule perforation variations elsewhere is a mystery to me.
40.3 On Russian Armies, Gibbons lists these under North West Russia and then specifies the Northern Army (SG1-5); the North-Western Army (SG6-16); and the Western Army (SG21-56), all starting in 1919. Scott lists the Army of the North (Sc1-5) and the Northwest (Sc1-14).
40.4 On the Belgian Occupied Germany issues, Scott notes three types. In addition to the example above, there are also the Eupen Issue (Sc1N25 to Sc1N41, SG25 to SG41) and the Malmeady Issue (Sc1N42 to Sc1N58, SG42 to SG58). All are Belgian overprints. The post dues are in two groups, Eupen (Sc1NJ1 to Sc1NJ5, SGD1-D5) and Malmedy (Sc1NJ6 to Sc1NJ10, SGD6-D10). An unusual degree or harmony between Scott and Gibbons.
40.5 Neither Scott nor Gibbons mention Central Albania. Within the main Albania listing, Scott starts a new heading in 1919 for General Issues, so I'll go with that for the moment.
40.6 For Cilicia, Scott starts with #2 - there is no #1. Every stamp is a Turkish or French overprint. The sequencing within the catalogues seems entirely arbitrary and so I'll also show the Gibbons #1. When it comes to commemoratives and charity stamps, these are overprints of Turkish stamps of that type and so I'm not sure whether they are legitimately commemorative or charitable from the Cilician perspective - Scott doesn't number the Charity issue as an ScB#. And finally the handstamped Airmails, both prices at £6,500 (counterfeits exit - no surprises there), Scott states that they were used on the two airmail flights between Adana and Aleppo and seem to have been applied to whatever came to hand at the Adana post office. There may be some errors in my cross-referencing of the stamps - comments and corrections are welcomed here.
40.7 For French Occupied Hungary, SG1 is an overprint of an Hungarian Charity stamp, so Scott regards this as ScB1 and looks for Sc1 elswehere. It is also rather expensive, so I also mention ScB2 SG2 as a suitable alternative.
40.8 For Western Ukraine, Scott starts in 1918 with Austrian overprints, Gibbons in 1919 Austrian overprints. In December 2005, Scott announced a reorganisation of the Western Ukraine early issues: #1 became #5 and vice versa.
40.9 Scott and Gibbons differ in their approaches to Romanian Occupied Hungary. Scott has five issues: First (Hungary Sc2N1 to 2N59) and Second (Sc3N to 3N34) Debrecen Issue, Temesvar Issue (Sc4N1 to 4N5) , then First (Sc5N1 to 5N23) and Second (Sc6N1 to 6N50) Transylvania Issues. Gibbons has issues for Banat Bacska (SG1 to 42), Debrecen (SG1 to 94) and Temesvar (SG6 to 10). Scott shows Banat Bacska overprints as Serbian Occupied Hungary. I think I will return to these later.
40.10 Scott calls this Faroe Islands #1 - in Gibbons it is just a Denmark overprint. Either way I cannot afford it.

Notes:
41.1
 For Memel, Gibbons starts with a series of French overprints, Sg1-16 before listing the German o/ps. Following Lithuanian occupation, Gibbons starts again at #1 while Scott switches to an N range. I have added these as another row on this page, but they might move in with the other 1923s later. There are two variants on the first Memel occupation overprints and Scott and Gibbons number them in opposite sequences.
41.2 It is difficult to tell which 1933 issue Mackay regards as the first Saar commemorative. I'm guessing the Neunkirchen Explosion Disaster, which  Scott regards as a Charity stamp.
41.3 There are two contenders for Danzig's last stamp. The 1939 Anti-Cancer Campaign issue (featuring Mendel, Koch and Roentgen on three values) is the last under the auspices of Danzig. This was followed by a series of Deutches Reich overprints of previous Danzig stamps under German administration, valid throughout Germany. The former is my preference on aesthetic, financial and political grounds.
41.4 For the Far Eastern Republic, Scott distinguishes between the Vladivostock Issues (1920, SC1-36; 1923 Sc66-70); the Chita Issues (1921, Sc38-41; 1922 Sc49-58); and the Blagoveshchensk Issue (1921, Sc42-46).
41.5 Memel airmail - C1 is rather expensive, C2 is similar and 5% of the price.
41.6 For Thrace, Mackay and Gibbons begin in 1920 with Bulgarian overprints. Scott regards this as the beginning of Allied occupation and so starts an ScN series, but goes back to 1913 for Sc1, noting "Thrace underwent many political changes during the Balkan Wars and World War 1. It was finally divided among[st] Turkey, Greece and Bulgaria."
41.7 Wrangel Government is another can of worms, requiring further investigation on the second pass for these pages. Until then I'll show Scott and Gibbons firsts separately.
41.8 For both Arbe and Veglia, there are two versions of the overprints, 1A priced at £110 / £55 issued on 18th November 1920 with the large overprints and the 1B priced at £2.50 / £2.50 for the small overprints issued on 28th November. So far the details for A&V are identical. The only difference is the print sizes: for Arbe, large=15mm and small is 12mm; for Veglia large=18mm and small=15mm.
